Presidential Commission for the Study of Bioethical Issues!!!!!Dear Mr. Del Toro------I am writing on behalf of Dr. Amy Gutmann and the Presidential Commission for the Study ofBioethical Issues to thank you for taking the time to submit your comments.
As you may know, the Commission has completed its assessment of current human subjects research standards. On December 15,2011, it issued its report concerning federally sponsored research involving human volunteers, concluding that current rules and regulations provide adequate safeguards to mitigate risk.
The Commission is unable to give specific advice for your personal situation. We would like to clarify for your information that the Commission is not investigating or reviewing any concerns or complaints concerning claims about targeted individuals. This includes claims concerning: MK-ULTRA; COINTELPRO; electromagnetic torture or attacks; organized stalking; remote inf1ue~cing; microwave harassment; covert harassment and surveillance; human tracking; psychotromic or psychotropic weapons and radio frequency or military weapons or other claims.
The Commission is not a law enforcement, regulatory or legislative body. It does not control any federal monies. In addition, the Commission has no power to open or undertake criminal cases.
